1972-86 As senior consultant and from 1976 Director of ULG Consultants Limited, undertook 25 short, medium and long term assignments on behalf of FAO, World Bank, ADB, ODA, EEC and IFAD, as well as individual governments and private investors. Assignments covered sector work, development planning, project identification, preparation, appraisal and supervision in over 20 countries. Types of projects included natural resources and land use, area development, agricultural credit, irrigation and drainage and farm management. In addition to making appropriate technical contribution, was team leader responsible for co-ordinating and supervising inputs, final report preparation and liaison with the client on a number of major planning and sector studies and several feasibility, preparation and appraisal assignments.

 

1970-72 Agricultural Economist with Laurence Gould plc/ULG: farm planning work, feasibility studies for potential farm co-operatives and developing management by objectives for use in agriculture. Responsible for individual consultancy assignments in the United Kingdom including undertaking and/or supervising field work and writing and agreeing final reports with clients.

 

1966-69 Laurence Gould plc (Lugg and Gould Ltd): Farm Management Economist providing continuing management and husbandry advice to farms in South East England.

 

1964-66 Investigational Officer at Nottingham University Agricultural Economics Department concerned with surveys into the economics of the potato and sugar beet crops and egg production. Also undertook farm management survey work to assess farm incomes and returns on capital.

 

 

 

Detailed Overseas Experience

 

1986 - 2003 IFAD - Team Leader/Economist for identification, formulation and appraisal missions in Lesotho (4), Pakistan (2), (Azad Jammu and Kashmir and NWFP), Sri Lanka (2), Bhutan (2), Bangladesh (2), Botswana, Cambodia (7), Eritrea (2), DPR Korea, Gambia, India, Indonesia, Laos (3), Malawi, Nepal (2), Tanzania, and Uganda (2). Projects involved a wide range of agricultural development activities, including rainfed (arable and tree crops) and irrigated crop production, soil conservation and environmental protection, livestock, forestry, rural infrastructure, credit, off-farm income generation, social development, community participation and NGO involvement. As team leader was responsible for the overall design of the projects, co-ordinating the inputs of the technical specialists, liaison and negotiations with government, NGOs and co-financiers and report production. Also on occasions specifically responsible for the economic and financial analysis (9), the institutional arrangements (4) and the rural credit component (2).

Team Leader/Economist for an interim evaluation in Yemen, mid-term reviews in Laos (4), Cambodia and Nepal, a project completion review in Indonesia, involving participatory impact assessments, and country portfolio review missions in Tanzania and Nepal. The latter reviewed the performance of all ongoing and past IFAD projects to identify ways of improving the performance of the ongoing projects and to formulate strategies for future IFAD assistance.

2003 Cambodia – Team Leader/Project Planner (RWA International) on an EC financed project design study, which prepared a livestock development project covering livestock production, animal health services and marketing.

2002 Uzbekistan - Agricultural Economist (Mott MacDonald) on World Bank financed Uzbekistan Drainage Project and responsible for assessing the economics of various drainage schemes in the irrigated cotton growing areas.

2001 Eritrea - Drafted the Food Security section for the UNDAF.

1999/00 Philippines - Economist/Financial Analyst (ULG Consultants Ltd) on ADB Project Preparation Technical Assistance for the formulation of the Infrastructure Project for the Enhancement of Rural Productivity.  Undertook financial and economic analysis of proposed investments in rural roads and community irrigation and village water supply projects.  Analysis used World Bank COSTAB programme and risk analysis.

1999 Eastern Africa - Economist on the EU (RWA International Ltd) mission formulating a regional livestock development programme for ten countries and responsible for costing the various projects, financial and economic analysis and the preparation of the logical framework.

 

1997/98 Kazakhstan - Agricultural Economist for ULG Consultants Ltd. on the World Bank financed Kazakhstan Irrigation and Drainage Improvement Project. Prepared guidelines for financial and economic to be undertaken by the local economist as part of the analysis for the pre-feasibility and feasibility studies, assisted in undertaking these analyses using FARMOD and provided training in economic and financial analysis to local design institute staff.

 

1997 Tanzania - Project Management Specialist for the IFAD Kagera Agricultural and Environmental Management Project. Assisted senior project staff to prepare a Project Implementation Manual and the first Annual Work Plan and Budget.

 

1996 Egypt - Economist (HJP International Ltd) on the Sohag Rural Development Project preparation mission which with World Bank financial assistance assisted local consultants to prepare the project. Prepared project cost estimates and undertook financial and economic analyses of the project and its components.

 

1995/96 Ethiopia - Natural Resources Economist/Team Leader on the Baro-Akobo River Basin Integrated Development Master Plan being undertaken by TAMS-ULG. Responsible for: Supervision of team members, formulation of a development strategy for the use of the resources of the river basin, liaison with Government and report writing.

 

1995 Tonga - Project Economist on ADB appraisal mission to Tonga for the Outer Islands Agricultural Development Project. Revised the project costs and undertook a financial and economic analysis of the project and its components. Calculated the Standard Conversion Factor for Tonga for use in economic analysis of development projects.

 

1994/95 Iran - Economist/Trainer on World Bank financed computer based course in Agricultural Project Preparation for staff of the Ministry of Agriculture undertaken by the International Development Training Institute. Responsible for teaching undiscounted financial analysis, various EDI case studies and COSTAB and FARMOD.

 

1994 Sri Lanka - Economist/Team Leader on the ODA financed Study on Institutional Development, an input into the revision of the Forestry Master Plan. Responsible for overall co-ordination of the study, report writing and assessing the economics of forestry production and competing land use systems. Assessed the future supply and demand for timber, fuelwood and other forest products.

 

1994 China - Economist on the ADB financed feasibility study for the Integrated Rural Development for Minority Areas Project (ULG Consultants Ltd). Responsible for preparing the project costs and the economic and financial analysis of the project and its components, including irrigation schemes, tree crop enterprises etc. The project would finance 45 community agricultural projects in the provinces of Guangxi, Guizhou and Yunnan and strengthen the institution responsible for minorities. The project would provide loans to finance agricultural and agro-industrial development.

 

1993 Russia - Economist on EC financed feasibility study for the development of flax production and processing in Galich (400 km NE of Moscow) and linen production in Kostroma. Responsible for preparing the project costs and the economic and financial analysis of the project and its components.

 

1993 Commission of the European Community - One of two Agrisystems consultants preparing a Manual on Financial and Economic Analysis for use by EU headquarters and field staff, consultants and developing country officials when formulating and appraising projects for EDF funding. Analysed the financial and economic analysis undertaken for a sample of approx. 50 projects submitted to the EDF for funding over a six month period, made proposals for improving the analyses, prepared chapters of the Manual including case study material and edited the draft manual following receipt of comments from a panel of European experts.

 

1991-94 Kenya - Natural Resources Economist on the ODA financed Kenya Indigenous Forest Conservation Project (UK Natural Resources Institute). Using socio-economic survey, Forest Department and other data, assessed the total economic value of conserving indigenous forests (direct, indirect, option and existence values) in three ecological zones.

 

1991 Bangladesh - Economist on the ADB financed Bhola Phase II Feasibility Study (Coode Blizard Ltd). Responsible for preparing the project costs and the economic and financial analysis. The project would extend low lift pump irrigation to the remainder of Bhola Island, improve flood control, drainage and feeder roads and strengthen the institutions responsible for rural development and agricultural extension.

 

1988-93 Bangladesh - Grameen Bank UNDP/OPS, SIDA and Ford Foundation - Consultant for the supervision of the Grameen Bank Phase II Project and responsible for reviewing project performance and progress, identifying any problems and recommending appropriate remedial measures. Also team leader of the multi-donor first annual review, mid-term review and project completion missions for the Grameen Bank Phase III Project which reviewed the progress of the Bank's development, identified problems and made recommendations to improve project and bank performance. As team leader was responsible for co-ordinating the mission, liaison with the Bank and the eight donors and report preparation.

 

1988/89 Bangladesh - Marketing Advisor/Agricultural Economist on the EEC Cotton Development Project - Phase II (ULG Consultants Ltd). Established the comparative advantage of cotton production relative to other competing crops and advised the Cotton Development Board (CDB) on the prices to be paid to farmers for seed cotton taking into account world market prices for cotton and returns to farmers from cotton and competing crops. Advised on the future marketing role for the CDB and devised a credit scheme for cotton farmers. Prepared a work plan for the CDB's Marketing and Ginning Section for the period 1988-1990, including the monitoring of the costs and returns from cotton production and the supervision of the pilot credit scheme.

 

1987 Zimbabwe - Water Resource and Administration Specialist for FAO. Responsible for recommending an approach to the determination of water charges for small scale irrigation schemes based on cost recovery and ability to pay.

 

1986 Pakistan - Monitoring and Evaluation Consultant (Ian MacDonald and Associates) on Sind Agricultural Extension and Adaptive Research Project. Trained M&E staff and then supervised a benchmark survey covering seven districts in the Sind to which the T&V system of agricultural extension was to be introduced during Phase II. Aspects covered included sample selection, questionnaire design, supervision of field work, carrying out check interviews, data tabulation and analysis (by hand) and report preparation.

 

1985/86 Ethiopia Participated as an Economist in the formulation of a country programme for financing under IFAD's Special Programme for Sub-Saharan Africa. Responsible for the financial and economic analysis of the sub-programmes (small scale development) and participated in the review of the proposals for small-scale irrigation development. Also evaluated the alternative mechanisms for providing short and long term credit for small scale irrigation development and the costs and benefits of the WFP programme.

 

1985 Jamaica - Irrigation Economist for FAO. Responsible for drafting an irrigation water pricing policy and calculated water tariffs based on cost recovery and potential crop returns. Proposed a mechanism for collection and updating of tariffs; also reviewed the Irrigation Act and proposed changes consistent with the proposed irrigation water pricing policy.

 

1985 Lesotho - Agriculturist/Economist and Team Co-ordinator for IFAD. Participated in the preparation of the Local Initiatives Support Project in Quthing District. Responsible for the co-ordination of the IFAD team, preparing the irrigated cropping and livestock proposals, the economic and financial analyses and report preparation.

 

1985 Bangladesh - Team Leader/Economist of a study team evaluating the EEC first phase Cotton Development Project and preparing a second phase project for possible funding by the EDF. Responsible for overall supervision of the study, undertaking a study of incentives and pricing policy for cotton and report production. Also evaluated the marketing system and the first phase project and carried out an economic appraisal of the proposed second phase.

 

1984 Zambia - Team Leader/Economist on EEC funded rice sub-sector study. Responsible for overall supervision of the study, assessing current rice production including an analysis of comparative advantage. Also prepared a national development strategy for the sub-sector, identified projects and programmes to implement the strategy and undertook preliminary cost benefit analyses.

 

1984 Indonesia - Economist on ADB funded Land Resource Evaluation and Planning Project to review and make recommendations on the country's land use planning and development programme. Responsible for costing the proposed developments and project preparation for external funding. Also  assessed the potential economic impact of the proposed project and recommended monitoring and evaluation systems.

 

1984 Sudan - Team Leader/Senior Agricultural Economist on a team which reviewed the World Bank assisted Blue and White Nile Rehabilitation Projects. Overall responsibility for the review and revision of two major irrigation schemes. Also responsible for the economic analysis of the rescheduled projects and report preparation.

 

1983 Egypt - Agriculturist on ODA mission to appraise the economic viability of the Al Omoun Drainage Project.

 

1981-83 Brunei - Resident Study Director on Agricultural and Forestry Development Study. Overall responsibility for a survey of the physical resources, an inventory of the forestry resources and the formulation of plans to develop the agricultural potential of the Tutong, Belait and Temburong districts. Responsible for the co-ordination of all activities of a multi- disciplinary team of 20 consultants, for maintaining close liaison with Government departments and Brunei Shell who funded part of the study and report preparation.

 

1981 Qatar - Agricultural Supervisor for Water Resources and Agricultural Development Master Plan. Head office and on-site supervision of the agricultural specialists and economist. Study used an aquifer model and linear programme techniques with a micro-computer to assess the economic costs of alternative agricultural and food policies.

 

1980-81 Thailand - Team Leader/Economist, Western Region Planning Study. Responsible for co-ordinating and supervising inputs of UK and Thai specialists in 26 disciplines, covering urban and rural and agricultural development, supervision of the financial and economic analysis and report production. The study assessed the natural and human resources of the region, produced a regional development plan for the eight provinces and identified a range of projects and programmes to implement the plan.

 

1978-79 Egypt - Team Leader/Economist on West Nubariya Feasibility Study. Overall responsibility for the formulation of plans to reclaim and develop 50,000 hectares of desert land for the production of sugar beet, livestock, cereals, oil seeds and horticultural produce under both gravity and overhead irrigation regimes. The study included soil survey work, detailed consideration of all related marketing, processing, engineering and settlement aspects, and of the socio-economic factors affecting the successful settlement of new farmers on the proposed scheme. Proposals for financing the development were also prepared. As team leader was also responsible for liaison with Government and the donor (ODA) and report production. As economist carried out the economic analysis of the project.

 

1977-78 Malaysia - Agricultural Team Leader, Kedah and Perlis Planning Study. Responsible for formulating the agricultural development strategy for the two states and the identification of projects to implement the proposed strategy. Undertook the financial analysis of these projects and co-ordinated the inputs of the other agricultural specialists.

 

1977 Iran - Agricultural Economist on feasibility study for proposed development of groundwater resources in the Shahabad Plan near Kermanshah. Prepared the financial and economic analysis.

 

1976-77 Yugoslavia - Agricultural Economist on World Bank financed mission studying the price and subsidy incentives offered to the agricultural sector using the Balassa measures of protection and comparative advantage and the Josling concept of consumer and producer subsidy equivalents. Prepared the following: a historical description of the price policies; an analysis of the various policy tools with respect of agricultural production, the Government budget and public savings; an analysis of the impact of price policies on incentives and economic efficiency; and an assessment of the costs and benefits for agriculture and industry and high and low income groups.

 

1976 Nigeria - Financial Appraisal of a potential pig production unit for a potential private investor.

 

1975-76 Tanzania - Economic and Financial Appraisal Consultant with the Tanzania Rural Development Bank (UNDP/FAO). Undertook a review of the Bank’s loan appraisal procedures and prepared guidelines for the bank staff to use when considering loan applications. Also assisted in the appraisal of individual loan applications and supervised the preparation of a request to IDA for a general line of credit to the Bank.

 

1974-77 FAO Investment Centre - Economist for project identification and preparation missions to Pakistan (Sind and Punjab) (3), Morocco, Yugoslavia (Slovenia) and Lesotho (one each). Responsible for the preparation of the project costs and financial and economic analyses of the projects and their components.

 

1973 Iran - Farm Management Consultant to the IBRD Agricultural Task Force analysing the role of the farm corporations as a means of facilitating rural development. Undertook an analysis of the financial results of the corporations and the individual enterprises, assembled input/output data to be used in the preparation of a model for further investment.

 

1973 Iran and UAE - Pre-feasibility studies for private investors of proposed 500 cow dairy and beef complexes in Iran and Dubai.

 

1972-73 France - Three studies of the potential for agricultural development in different areas of South and West France for UK companies.

 

1972 Burundi - Farm Management Consultant to FAO Agricultural Services Division. Advised Institut Technique Agricole du Burundi (ITAB) on farm surveys to obtain basic yield and input data from subsistence and cash crops, the teaching of agricultural economics and farm management and on the design of a farm management recording system for a demonstration and teaching farm.
